What is the correct way to design a 'table to row' relationship from Postgresql

I am trying to model following in postgres db. These datasets are things like survey results, national statistics, aggregated data etc.

It was so helpful for me to design the structure of my db.
Vertabelo lays out the database diagram automatically.
