Working on Gcc, when should you recompile a program that was manually compiled?

I have checked this link but I am unsure how to implement. I'm running Ubuntu Trusty and I have few programs that are manually compiled for various reasons.

Writing a Program The easiest way to write a simple program is with a text editor. Java programs are run (or interpreted) by another program called the Java VM. Java APIs are libraries of compiled code that you can use in your programs.

Model Sim (MXE) : Do not manually compile the libraries for MXE. Model Sim Xilinx Edition (MXE) Do not manually compile the libraries for MXE. The XILINXCORELIB libraries are updated through IP Updates. You must recompile these libraries after every Service Pack installation.
