Error loading in Magento admin

When I load my Magento admin I get error. Fatal error: Call to member function isLoggedIn() on non-object in /home/xxx/public_html/app/code/community/TM/Core/Model/Observer.

If the above does not help, you should reset the admin privileges.
All you need to do is: Log in to the administrator area. For example look at Magento Issues - 10 most common Magento problems

I also just found CSS not loading in the front and ... - community.magento.com
You can then just replace the fragment with what you want
