With Angularjs: couldn't find file 'angular-scroll-complete' when added require angular-scroll-complete on app js

I used rails-assets-angular-scroll-complete in my gemfile to install angular scroll complete pluginBut I am getting couldn't find file 'angular-scroll-complete' when I added //= require.

Another poorly documented feature of angular.
But where does that scroll To value come from.
